It is created by Jonathan Leger to help people target your geographical market in USA more easily in your AdWords campaign. This tool will take any keywords that you supply and inject the city and/or state combinations for every city in the USA in the keywords for you.
For example, let say you type in 'debt Consolidation' and selected 'California' as your state, and then click generate keyword list. The tool will return:
